The Louisiana Windows, donated by Mrs. Linda Noe Laine in loving memory of her parents, Governor James Albert Noe and Mrs. Anna Gray Noe, of the City of Monroe, State of Louisiana, U.S.A, were created in thanksgiving for the courageous men, women and children who helped settle the heartland of the United States of America and to those individuals of England, Ireland, Scotland and Wales who made it possible. They were designed by Albert Fisher and Peter Archer and dedicated in October 1995 . The following states are commemorated in the Louisiana Windows: Arkansas, Colorado, Iowa, Kansas, Louisiana, Minnesota, Missouri, Montana, Nebraska, Northeastern New Mexico, North Dakota, Oklahoma, South Dakota, Wyoming and Northeastern Texas. Also commemorated are the people of Ouachita Parish and the citizens of the City of Monroe in the State of Louisiana. These states were included in the Louisiana Purchase of 1803. Represented are the Great Seal of the State of Louisiana surrounded by 14 stars. The stars symbolize the other 14 states in the Louisiana Purchase: Old Glory with 15 stars. A representation of Noah's Ark symbolizes the contributions of ancient civilizations to the modern world. The depiction of a man, woman and four children north, south east and west, symbolizes the immigrating family unit travelling to the New World in ships. Waters and grasslands reflect areas travelled to colonise America. The Seal of the City of Monroe/Parish of Ouachita in the State of Louisiana is illustrated, as well as a pelican piercing its breast to feed its young, symbolic of Christ shedding His blood to save mankind. The Phoenix rising from flames is portrayed symbolizing integrity, honesty, beauty, tenacity and triumph over tribulations. The Four Elements of Life, Earth, Water, Wind and Fire, are also present together with the crowned portcullis which adorns Henry VII Chapel. Two American flags blow in the breeze, representing the 50 States of the Union and the 15 States involved in The Louisiana Purchase, which are the only American flags displayed in Westminster Abbey.
The Louisiana Purchase was authored by Thomas Jefferson, and funded by the Brothers Baring's Bank of London; the United Kingdom Parliament granted special authority for this loan of $15,000,000 which was paid to France and became the largest real estate transaction in history, and changed the United States and the world.
